CARE International Indonesia, an international Non-Government Organization, is implementing Recovery Programme in the Tsunami hit areas of Banda Aceh and Aceh Besar . The programme aims to rehabilitate tsunami affected population of the two districts. CARE International Indonesiais presently seeking the following positions to be based in Banda Aceh:
WATER AND SANITATION SENIOR ENGINEER


MAIN PURPOSE:

The WATSAN Senior Engineer is to manage the implementation of the various Infrastructure Projects related to Water and Sanitation. This will include such tasks as supervising the Assistant watsan engineers and the watsan site supervisors. The Watsan Engineer shall also develop concept notes, Detailed Engineering Drawing, Bill of Quantities etc,. The position holder also ensures that the programs are well organized and the goals are met.

RESPONSIBILITIES:
1. To work with CARE staff to discuss with stakeholders in the target villages to gather information to ensure an effective design that fits with local conditions.
2. To research effective designs in the Aceh context
3. To design construction details required.
4. To draw using AutoCAD the designed work and make revision following review by other engineering staff
5. To prepare technical specifications based on SHERE standard and Indonesia standards
6. To prepare the Bill of Quantities for each project
7. To provide an owner¢s estimate for the engineering work based on Indonesian standard analysis and government prices.
8. To assist in determining community contribution for the work
9. To provide technical explanations at pre-bid meetings and site visits including the documentation
10. To assist in review of tenders
11. To prepare and implement the construction monitoring plan for each village.
12. To lead and supervise the Infrastructure team and ensure that contractors implement and achieve project targets.
13. To raise awareness on technical water and sanitation options in the community
14. To develop a monthly report to the Project Manager on the progress made and potential problem.
15. Sign off on engineering document and drawing to indicate acceptable quality has been provided.


SKILLS AND QUALIFICATIONS:

· Bachelor¢s degree in Water and Sanitation related field, Civil Engineering or any relevant background.
· Minimum 5 years of WATSAN work experience in Government or Non Government organizations.
· Good communications skills, including negotiation skills
· Good interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries
· Knowledge and experience in using various computer programs like Auto CAD, EPANET, Microsoft Office etc.,
· Honest, responsible, self motivated and able to take initiative under minimum supervision
· Able to give helpful directions, detailed instructions and demonstrations
· Demonstrate ability to work as part of a team in a cross cultural environment
· Able to negotiate and to clarify expectations of both the beneficiaries and team
· Ability to communicate in English, Indonesian and Achenese languages.

"ACTED (Agency for Technical Co-operation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED provides relief to victims of conflict and natural disasters as well as local vulnerable populations. Its activities range from emergency relief to long-term development projects. The 26 December 2004 tsunami caused numerous losses of lives and tremendous damage in Northern Sumatra and Aceh province in particular. Responsibilities:

The Reporting officer ensures the production of timely reports for the Reporting/AMEU Manager as well as the Country Director.

He/she assists the Reporting Manager as well as the Country Director in developing a country communications strategy, both internal and external.
He/She is in charge of maintaining an in-depth insight on donors and other stakeholders strategies, activities and opportunities in-country, in line with ACTED's overall programme strategy.

Reporting Officer responsibilities are include:

1. Ensuring the Production of Timely, Accurate and Analytical Reports for the Reporting Manager

- Understand and disseminate Donors guidelines ;

- Liaise regularly with Area Coordinators, Programme Managers and technical staff to ensure the production of quality reports across areas and across Donors;

- Work in close relation with AME Department to develop and incorporate more solid monitoring and evaluation components in reports;

- Work in close relation with Finances Department to ensure greater coherence between financial and narrative reports, and ensure steady cash inflow based on the timeliness and quality of report submissions.

2. Developing Internal Coordination and Communication mechanisms

- In relation with the Reporting Manager, ensure that all meetings are held and documented (capital coordination meetings, area coordination meetings, weekly base meetings, monthly programming board meetings, quarterly country coordination meetings);

- Ensure in particular that reporting guidelines, formats, philosophy,deadlines for each project and donor is communicated clearly and standardized across the country for new and on-going projects;

- Follow-up meetings at the field level and/or in the capital, between the bases and between the Country Managers;

- Draft agenda and minutes of country-wide meetings.

3. Developing an External Communication Strategy

- Participate in ACTED Global communication strategy by providing regular informal updates on projects, by sending pictures and articles on projects progress and/or specific events for ACTED Newsletter and Annual Report.

- Identifying sources of funding for a more cohesive public information strategy in-country.

- Define the main target groups, activities, resources and partnerships needed, by notably maintaining a high level of information and understanding of donors strategy and possible partnerships

- Ensure continuum of PR activities, updating project-specific and regional fact sheets and documenting publications featuring ACTED in the media ;

- Provide ACTED Global with full information on projects whenever needed.

4. Assisting the Reporting Manager in developing project proposals, addressing ad hoc donor requests or catalysing actions on specific projects or components of projects

Qualification:

Reporting Officer will be appraised on his/her demonstration of the qualities and competencies listed below as well as from carrying out of his/her over all duties.

* Diplomacy is required for all interactions. This includes following the chain of command and never circumventing the program and AME managers'authority in terms of advising, reporting, and the like.
* Good command of computer, including Spreadsheet, Word. In case other software are needed to be used but unknown to him/her, the Database Entry Officer should have the capacity to learn them quickly, with the support of the Database Manager
* Honesty, forthrightness, and clear reporting are absolutely necessary.
* Have previous experiences in journalism will be an advantage.
* Willingness to learn is imperative.
* Good organizational and communication skills with donors,international nongovernmental organization, Indonesia Government and the community.
* Very good command in English both spoken and written.

Knowledge, Skills and Abilities Required

1. Country appropriate level of Accounting, Auditing or Business Management education

2. Minimum of five years experience in accounting or auditing.

5. Sound judgment and analytical skills.

Indonesian province of Nanggroe Aceh Darussalam (NAD). Through capacity

best practices the project aims to encourage:

Improving the way in which fish is handled and marketed and achieving a high
and consistent standard of fish quality is often a result of buyer pressure

fish quality and is designed to encourage the future demand and supply of

Based in Banda Aceh, and under the guidance and direct technical supervision
of the FAO-ARC International Post Harvest Consultant and in close
cooperation with the National Coordinator and National Senior Post
Harvest/Marketing Specialist, and DKP Province staff, the Project

· Design and implement a baseline assessment of consumer and
stakeholder perceptions of quality and fish handling;

· Develop a strategy with DKP and key stakeholders to raise consumer

strategy

Transparency International (TI) is the global civil society organisation
leading the fight against corruption. Through more than 90 chapters
worldwide and an international secretariat in Berlin, Germany, TI raises
awareness of the damaging effects of corruption and works with partners
in government, business and civil society to develop and implement
effective measures to tackle it.

Transparency International is currently initiating a new project funded
by the EU. This project is first subproject of the five year Forest
Governance Integrity (FGI) Programme. Forest Anti corruption Advocacy &
Analysis phase 1 (FAAA1) , the FAAA1 will examine and map the corruption
and corrupt practices that facilitate illegal and unsustainable
deforestation and use this for advocacy to strengthen forest governance
systems in the region. Such corrupt practices include foreign bribery
and political influence, land and forest concessions, timber laundering,
judicial corruption and corrupt financial transactions. The project is
located in the TI chapters of Papua New Guinea, Solomon Islands, China,
Malaysia and Indonesia. The overall objective of this programme is to
contribute, to improved and strengthened transparency, integrity and
accountability of forest governance systems and related target groups in
national, transnational and sub national forest sector governance in
Asia Pacific.

Specific aims of Phase 1 include increasing awareness and knowledge of
systems and challenges of forest sector corruption; developing and
implementing monitoring tools; and strengthening cooperation among
relevant stakeholders. The first steps will be the creation of a FGI
regional centre in Jakarta and seven FGI Units in the implementing
countries, including three in Indonesia.

Transparency International Indonesia is the main implementing partner of
this project and its first project activity is to set up this Regional
Centre with a staff of four. This centre will lead the activities of
the FAAA1 in the region. Transparency International Indonesia is looking
for a suitably qualified persons to staff this centre.

Since the Tsunami of 26th December 2004 and the earthquake of 28th March 2005 that struck Aceh and Nias, Secours Catholique has been supporting Church and non-Church partners to respond to these disasters. In August 2007, a Liaison Officer was based in Medan; SCCF improved its accompaniment and monitoring of the partners in Indonesia by establishing a team in Indonesia composed of two Programme Officers and a Finance and Administration Officer based in Medan and working under the supervision of a National Coordinator.

Primary Function:
· Facilitating the implementation of SCCF’s Strategic framework for Indonesia.
· Ensuring the phase out strategy of SCCF from the tsunami areas / insuring the tsunami program exit strategy.
· Accompanying diocesan Caritas partners, in developing livelihood program strategy and delivering livelihood projects within a disaster risk reduction mainstreaming framework, including preparedness and protection approaches.
· In cooperation with SCCF's staff in Medan, monitor the programmes implemented by partners funded by SCCF, with a specific focus on diocesan Caritas partners.
· Building partners’ capacity in project/program management and program strategy, particularly Cordia Medan, with a focus on livelihood, through program strategy, mentoring, coaching, training.
· Developing collaborative relationships with strategic partners, donors and key stakeholders to ensure the effectiveness of SCCF’s transitional strategy in tsunami affected areas and sustainability of partners.

Specific duties and responsibilities include, but are not limited to:
· In collaboration with the Programme Officer, provide strategic direction to SCCF’s work in Indonesia.
· Manage, advise, support and guide the existing portfolio of partners with a focus on livelihood and DRR
· Review and validate the partners’ reporting on a regular basis to monitor the progress and verify the projects are implemented in accordance with SCCF's requirements.
· Together with the Finance and Administration Officer, analyze the consistency of the financial and narrative reports of the partners, and their consistency with the projects progress on the field.
· Ensure the monitoring of the closure (including proper audit and evaluation) of tsunami projects from SCCF partners.
· Compile relevant supporting documents and prepare the steps for closing the SCCF tsunami program in Indonesia.
· Provide direct accompaniment to diocesan Caritas partners in developing projects, through all steps of the Program Cycle management, from needs assessments to final evaluation.
· Support diocesan Caritas’s partners in developing program strategy, with a focus on livelihood within a DDR mainstreaming framework.
· Collaborate and coordinate with the Finance and Administration Officer to monitor the partners’ reporting and financial management.
· Ensure that budgets and funds for Indonesia are managed in line with SCCF’s existing procedures.
· Improve programme quality and delivery with partners.
· Make regular visits to the partners if relevant and if necessary
· Provide specific accompaniment to local partners when needed in developing their knowledge and skills in project/programme management and administration.
· Organize and facilitate workshop and training in livelihood and program management if necessary provide technical inputs and guidance on livelihood to SCCF team in Indonesia.
· Identify potential donors and key stakeholders to support partners in sustaining their programs.

Qualifications:

Desirable Qualifications:

University
degree in Business Administration, Economics, Agriculture or Social Science, or

development, case management, small business development, and/or employment
referral services. Previous experience in peace-building activities, monitoring
and evaluation skills, understanding of case management approaches will be an
advantage.

FOURTH ASEAN
STATE OF THE ENVIRONMENT REPORT

Background
The Association of Southeast Asian Nations (ASEAN) publishes
periodically the ASEAN State of the Environment Report (SoER). So
far three SoERs has been published, in the years 1997, 2001 and
2006. The SoERs serve to document the prevailing bio-physical and
socio-economic conditions and trends; highlight the environmental
status and trends, and articulates the emerging issues and policy
responses at the regional level to address these environmental
issues. The SoERs also serve to inform policy/decision- makers and
the public on the "health" of the environment and the efforts at the
regional level to promote environmental sustainability.

The Fourth ASEAN State of the Environment Report is due to be
published by the third quarter of 2009. The ASEAN Secretariat is now
inviting applications from individuals/ institutions to provide the
necessary services to publish the Fourth SoER.

Scope of Work
The 4th SoER will generally follow the format and scope of
information as contained in the 3rd SoER, with necessary
enhancements and refinements. It will consist of a full report and
an executive summary. A soft copy of the 3rd SoER can be
obtained from Ms. Vinca Safrani, email: vinca@asean. org. Specific
tasks include:

Undertake research and analysis on materials
relevant to the Fourth SoER, in particular relevant national,
regional and international state of the environment reports and
other publications.

Compile and analyze relevant statistics from
ASEAN member states, and relevant regional and international
databases and reports.

Draft the chapters of the SoER, presenting the
data and information in a suitable form, and making succinct
analysis.

Incorporate comments received on the draft
chapters from the member countries and the ASEAN Secretariat

Finalize the draft SoER in a form suitable for
publication

Attend and service the SoER Task Force Meetings

Undertake any other relevant tasks as may be
required by the ASEAN Secretariat.

Terms of the Consultancy
The services needs to be rendered on a full-time
basis, and should commence by early April 2009. It is expected
that the final draft would be completed by July 2009.

Institutions or individuals may apply for this
consultancy. However, in the case of an individual acting as the
principal consultant, he/she should have access to relevant
expertise considering the diverse, cross-sectoral and technical
nature of the report.

Applicants should have relevant knowledge and
skills, and should have proven experience in drafting reports of
such a nature, in particular on collecting and analyzing
statistics/indicato rs on environment/ sustainable development,
strong technical knowledge of environmental issues, and an
excellent command of written English.

Fees
The fees payable for this assignment is up to a maximum of
US$40,000. The exact fees to be paid are subject to negotiation with
the successful applicant. In addition, the consultant will be paid
expenses such as airfare and subsistence allowance if required to
travel outside his/her residence, at standard ASEAN Secretariat
rates. It is expected that there will be a need for travel on
assignment for up to a maximum of 30 days.
