Transparency International (TI) is the global civil society organisation
leading the fight against corruption. Through more than 90 chapters
worldwide and an international secretariat in Berlin, Germany, TI raises
awareness of the damaging effects of corruption and works with partners
in government, business and civil society to develop and implement
effective measures to tackle it.

Transparency International is currently initiating a new project funded
by the EU. This project is first subproject of the five year Forest
Governance Integrity (FGI) Programme. Forest Anti corruption Advocacy &
Analysis phase 1 (FAAA1) , the FAAA1 will examine and map the corruption
and corrupt practices that facilitate illegal and unsustainable
deforestation and use this for advocacy to strengthen forest governance
systems in the region. Such corrupt practices include foreign bribery
and political influence, land and forest concessions, timber laundering,
judicial corruption and corrupt financial transactions. The project is
located in the TI chapters of Papua New Guinea, Solomon Islands, China,
Malaysia and Indonesia. The overall objective of this programme is to
contribute, to improved and strengthened transparency, integrity and
accountability of forest governance systems and related target groups in
national, transnational and sub national forest sector governance in
Asia Pacific.

Specific aims of Phase 1 include increasing awareness and knowledge of
systems and challenges of forest sector corruption; developing and
implementing monitoring tools; and strengthening cooperation among
relevant stakeholders. The first steps will be the creation of a FGI
regional centre in Jakarta and seven FGI Units in the implementing
countries, including three in Indonesia.

Transparency International Indonesia is the main implementing partner of
this project and its first project activity is to set up this Regional
Centre with a staff of four. This centre will lead the activities of
the FAAA1 in the region. Transparency International Indonesia is looking
for a suitably qualified persons to staff this centre.

Human Resource/Admin Officer – Open ended

You will be managing the HR/Admin function in the Kupang office and support the development of staff within the projects. As a part of Area Programme team, you will also work alongside the Area Programme Manager/recruiting managers to recruit staff for the programme and on team training plans in line with Oxfam’s learning and Development Plan. This will include managing the implementation and coordination of HR systems and procedures, such as contract management, leave management, personal records, preparation of payroll, Health and Safety, and Leavers management. You will also have to ensure HR functions and processes in the programme are following the Oxfam and Indonesian Labour Regulation, including casework with assistance from Country HR team.

As an experienced Human Resource/Admin Officer, you’ll have a strong interpersonal awareness including excellent facilitation skills and able to get on well with others. Having diplomacy, tact, and respect for confidentiality is a must. You will also need to have an ability to understand the principles of employment practice and law and knowledge of HR administrative procedures and systems. This will include ability to speak and write in English and Bahasa with a high-level of computer literacy. Good time management skills, planning skills, and follow-up are important.
